A toss up between William G. Dobbs (Jack Albertson) from "Dead and Buried" and Lynda van der Klok (P.J. Soles) from the original "Halloween". The former because he was just so damn likable, but also had a creepy and unnerving vibe to him...and in the end we get to find out just how creepy he really was. The latter because, well duh, P.J. totally took a nothing role and made it into a living, breathing character I cared about (the same could be said for Curtis and Kyes, too, but I'd rather fool around with Lynda van der Klok given the chance).
Dwight Frye as Renfield in Dracula (1931). He was scarier than Lugosi half the time! After not seeing it in such a long time, Frye's performance left me grinning like an idiot when I rewatched it.
Is Blade considered horror? If so Whistler. If not evil muchkins from Phantasm.
